@/RoboShield: Modify docker image build process

Since we have migrated RoboShield to use Payload v3, and Payload installs directly into any Next.js app for this version. We need to modify the steps we are using to build images for RoboShield to remove the unnecessary separate build steps we had in Payload v2.
