Add .NET 9 UWP samples

Now that UWP can target .NET 9 it would be great if the relevant projects could be updated. Otherwise I've found getting the project configs set up correctly is quite painful.

Specifically I can't get the "webview2_sample_uwp" solution to work in .NET 9.
