[Bug]: Kernel Update hold / unhold does not unhold all packages

What happened?

On my Rock5B I noticed that when disabling kernel updates and then enabling it again still keeps these packages on hold:

• "armbian-bsp-cli-rock-5b-vendor"
• "armbian-zsh"
• "linux-u-boot-rock-5b-vendor"

How to reproduce?

Freeze then unfreeze Kernel updates via armbian-config

On which OS are you observing this problem? (for easier diagnosis please provide logs with armbianmonitor -u)
