[Suggestion] - Jira being unable to connect to database shouldn't be marked ready

Suggestion

I had a Jira restarting and while restarting there was some issue connecting to the database. The Jira pod went ready but stuck at the "Jira had problems starting up" screen with "Database: JIRA couldn't connect to your database". In this case the Jira pod shouldn't become ready - either not ready (don't let service select it) or not live at all (if Jira will never try to connect to database again if it can't connect at startup).
