[FEATURE] Support `max_file_size` for `GoogleDrive` source

We want to add a max_file_size field to the spec of GoogleDrive. It's an optional integer.

Once the input file exceeds this size limit, treat the file as not exist.

Note: Please make sure enforce this in both list() and get_value() APIs (similar to included_patterns and excluded_patterns).

I just made a new PR with a cleaner history, here it is: #1269 , it follows the suggestion made previously to avoid nested if statements.
