Add litmusctl syntax doc after installation

Description
Currently, the LitmusCTL documentation covers installation steps, but it does not explain the litmusctl syntax usage.

Location
Add a new section titled "Litmusctl Syntax" immediately after the installation steps docs and before the Litmusctl usage docs.

Create a new file under - /Users/priteshkiri/code/litmus/litmus-docs/website/docs/litmusctl/litmusctl-syntax.md

Proposed change
Need to write a doc on "Litmusctl Syntax", take this as reference.
