• adds powershell script for build on windows
  requires Docker for Windows

I'm not changing README.md as I saw there is another pull request to fix Mac build that changes the README too, so I'll leave it up to the maintainers to update as they see fit.
Instructions:

• open powershell from the repo
• cd build
• .\build.ps1
  (powershell script execution warning may appear if that is not enabled on the system)

As it is written on the script, this was tested on Windows 10 (1809) / Docker version 19.03.13, build 4484c46d9d / PowerShell version 5.1.17763.1490
