This PR adds the ability to programmatically lock/unlock modals so they cannot be closed until unlocked.
This would be useful in the Payload repo, if this is added it would enable us to truly prevent users from closing document drawers when they have edited the document and attempt to close it.
I thought about allowing functions to be stored on state. This would be nice since we could trigger actions when a user attempts to close a modal. But this can be worked around in other ways with this addition.
