Turns out vultr does support user-data (at least in the usual form of startup scripts) but they are not delivered through the metadata API: https://www.vultr.com/docs/vultr-startup-scripts-quickstart-guide I suspect the tooling that delivers such scripts to customer VMs is platform-specific. |

Also looks like, contrary to my expectations, Vultr VMs can have multiple NICs: https://www.vultr.com/metadata/#v1_json. So this whole PR needs to go back to the drawing board. |
