Working on issue #13 to replace tf to torch.

Create equivalent build_model that uses pytorch.
enable TrainEvaluate_NN.train to use the new build method
enable TrainEvaluate_NN.train_ensemble to use the new train method.
replace othr functions for saving and evaluating to support pytorch instead of tf.


          create new file for pytorch version of the training
