While working on the other changes I made I noticed that the LocalDocuments test was failing so I went and fixed it.
A change was made to escape the document ID before the request, but because this was called before GetLocalId() it was failing because GetLocalId looks for "_local/" but Uri.EscapeDataString also escapes the slash so the string match in GetLocalId fails.
Just reversing these two functions fixes the test.
