Similar to moodlehq/moodle-plugin-ci#366 (for moodle-plugin-ci),
I created this patch to bump moodle-cs to its actual state and to allow devs who still use local_codechecker as Moodle plugin to check against the latest coding styles.

Please double-check the composer.lock before merging the PR as it is not impossible that I did something wrong.

@andrewnicols - Am I right to assume that this PR got superseded by your commits from September 16th in main?

If yes, then I would close this PR and would just ask you to push out a new release out to https://moodle.org/plugins/local_codechecker as well.
