Вместо дополнительного параметра предлагаю сделать просто еще один метод "ВыгрузитьФайлВерсий". Так будет более говорящее API без избыточных параметров. Например "ФорматВыгрузки" и "ТолькоИзмененные" вроде как для выгрузки ConfigDumpInfo станут не нужны... Как думаете?

Поменял реализацию на отдельный метод
… новая процедура ВыгрузитьФайлВерсий для выгрузки ConfigDumpInfo.xml.
